Marullus Williams

Marullus is the President and CEO of Limbic Systems.  In addition to leading the daily operations of the firm, he also consults with corporate, non-profit and government leaders in the areas of strategic planning, innovation, and workforce development.

Marullus began his career as a Technology Planner for Southwestern Bell Communications, and his responsibilities increased until he was Director of Web Hosting for the company. Marullus left SBC Communications to serve as a Senior Product Director for several technology companies in the Metro DC area, including, InfoCruiser / Appfluent Technology.

Marullus also served as VP – Business Development for Thompson Hospitality, the largest minority-owned contract foodservice company in the US.

Marullus joined Limbic Systems in 2005 as a project lead for key contract engagements. Marullus purchased a controlling stake and became President and CEO of Limbic Systems in 2006. Under his leadership, Limbic Systems has won and successfully performed work for a number of clients in the DC Metro Area.

Marullus has a B.S. (Summa Cum Laude) in Information Systems from Florida A&M University and an M.S. from Carnegie Mellon University’s Information Networking Institute.

Marullus is active in his community and serves as: Chairman – Executive Advisory Board DC Career Academy Network; Board Member – Carnegie Mellon University Alumni Board; Board Member – DC Workforce Investment Council; Member – Kappa Alpha Psi Fraternity, Inc.; and Member – Youth Employment Change Network.

William “Bill” Rigney

Bill manages financial operations and program management services at Limbic Systems. Bill has provided project/program management services to numerous high-tech companies on a consulting basis for over 20 years. Previously, Bill served as Vice President, Technical Consulting Services at Claritas. In this role, Mr. Rigney led the sales, design and development of custom targeted marketing Internet applications. Prior to joining Claritas he spent seven years as Vice President of Marketing and Sales for Fortner Development and New York-based All Points Software.

Bill is an expert in PMO design, development and operations. He has provided enterprise architecture and project/program management services to the DC OCTO and the WMATA Chief of PMO for over seven years. During this period, he has implemented PMO processes, enterprise architecture and technology refresh programs, and direct electronic citizen services.

Bill holds a BS in Computer Science.

George Seff

A Certified Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP) and holder of a Certificate of Cloud Security Knowledge (CCSK), George is a senior consultant with extensive experience serving organizations including the US Federal government, local and state government, Global 2000 and start-up firms.

George is expert in technology implementation, software lifecycle management, project management and program management.  He has provided technology implementation services to government agencies, including: USAID, FDA, VA, DoD, DC OCTO and DC DOH.  He has implemented SOA architectures, ESB technology, and Mobile and Cloud frameworks.

George holds a BA in Mathematics, an MS in Computer Science, an MC in Information System Security and attended the Stanford University Executive Program for Growing Companies.
